So I emailed uPenn about the Noncustodial parent form for internationals, and they said that my noncustodial parent should fill in the International Student Financial Aid Application and the Certification of Finances. But I am confused, isn’t it me who is supposed to fill in the Certifiaction of Finances and my custodial parent that should fill in the International Student Financial Aid Application?
Penn is asking for information from both of your parents.
They are requesting certification of finances is to be filled out by your custodial parent.
They are also requesting financial information from your non custodial parent.
If this does not happen, your application will be incomplete and you will not be considered for aid.

What I don’t understand is how my noncustodial parent (my father) is supposed to fill in the Certification of Finances when it is asking for my information.
Your father’s information will be needed for the international student financial aid application.
If your father will be providing funds for college, his funds will be included on the Certificate of Finances…in addition to whatever your mother provides.
In other words…U Penn wants info from BOTH parents for international need based aid consideration.
