So I have set up a meeting with my advisor, but that isnt for another week still...So i thought maybe I would post them here and see what the deal is. I enrolled for spring term this year (2013-2014 ) will I have to refile for summer term(2014-2015)? And does my tuition and fees come out of the grand total of financial aid and then the rest is divided and disbursed each term? Or is that not how it works?

It depends whether your school counts summer as part of the prior year or the next year. If they count summer as part of the prior year, then the 2013-2014 FAFSA covers you for this summer. If they count it as part of the following year, you need to file the 2014-2015 FAFSA (in this case, any summer aid will come out of your 2014-2015 aid and may reduce your aid for the regular year. There is not generally extra aid for the summer). Assuming you are continuing school next year, you need to file it ASAP anyway.

Schools generally take any direct expenses owed to them out of the semester’s aid and disburse the balance to the student. Timing of that will vary by school.

Check with your college. What kind of aid are you talking about? If it is institutional aid, some schools do NOT award it for summer study at all.

And as noted, there isn’t EXTRA money for summer financial aid. It will reduce what you get during the academic year.
