As the title says, uconn does not offer nuclear engineering. What is the closest major to it? Is it just physics?

Nuclear engineering is essentially applied physics.

May I ask why you are choosing nuclear engineering as a major? Can I assume it is because you want to become a nuclear engineer?

If so, there are very specialized subfields of nuclear engineering, so you should choose a major based on that subfield (if you want to make a decision on your major based on a job you may be interested). Regardless of the major you choose, if you enter the field of nuclear engineering, you will need to attend graduate school, in which you shall specialize in a particular subfield anyway. Feel free to major in something general. This will provide general preparation for graduate school, and will not lock you into something you may not want to do ten years from now.
