Number of Recommendation Letters

Hi, I am planning to apply to the University of Michigan and I had a question about their letter of recommendation requirement. I know that the University of Michigan requires only 1 letter of recommendation, but it is beneficial to submit a second letter? I asked two teachers for letters. One teacher submitted hers to Common App already but the other teacher hasn’t submitted his yet. From what I’ve heard from my friends, he doesn’t submit his letter of rec until the very last minute. I am ready to submit my application (my common app questions, essays, everything is done) but I can’t submit it yet because one teacher hasn’t finished my letter of rec. That is why I am considering not submitting his letter at all to U of M. Would that be a wise thing to do? Or should I wait until he submits his letter of rec? Thanks

However, as to a second treacher recommendation see statement: “Do not submit any extra documents unless specifically requested” I would thus likely not bother waiting for the second teacher recommendation.
