I took my chemistry regents this June and didn’t get a score I liked (but passed). Im taking ap chem this year, but we will only have 16 labs. Last year I got the 1200 mins (30 labs) to take the regents. Can I retake it June 2017 with the labs from last year? My teacher is new and didn’t know, and I definitely don’t want to do double labs. I’m assuming the content from ap will help to do better on regents without having to study on my own after the ap test.

Check with your guidance counselor, but I think that you can probably retake the regents without having to redo the labs.
I agree with techmom99. You could also check with the other science teachers (earth science, living environment). My understanding is if you failed the regents it is recommended that you redo the labs, but if you passed with a lower score I don’t believe it’s mentioned as even a recommendation.
My D failed the chem regents and took it over without having to redo the labs. I actually hadn’t even remembered this until I read @mom2twogirls’ response. She passed the second time.
I think you can use your past labs to retake the science regents (I’ve seen people do that at my school).
