Does NYU reject admission if they can not offer aid or they’ll accept the application and wait for the student to respond? Keeping in mind that it is need aware for international applicants.

Hi, fellow international EDII applicant here! From what I’ve read, NYU is need-aware for international students, but they will accept students even when they do offer them the full amount of aid requested. However, the applicant is not bound to NYU if this happens.
The short answer is no. Unless they want you enough in their school to meet your full need as represented in the CSS, you will most likely not be offered admission. Well, this is according to what I read on their website and based on what need-aware means. But they may make an exception or something if your need isn’t that big… I read on the College Board’s NYU profile that they gave a little more than 100 international students aid in a previous year, which I believe is about 10% of admitted international students.
