Although I see how it could be confusing, it said the 5 States with the greatest amounts of cotton, and the 5th state didn’t even have a whole figure (so it was <1, around 0.75). When you added up the 5 states you had around 12, and it said 16.5
Therefore you had 4.5 left and the other states had to produce (i think the question was about producing) .75 or less. .75*5= 3.75
12+3.75= 15.75</p>
