I don’t think it was limiting rum. We learned in school that it was about actually enforcing the laws for once instead of continuing salutory neglect (it actually lowered taxes). One of the choices was similar to that (I want to say A but idk)

The curve for US History is quite lenient. That being said, people tend to miss a lot of questions on this exam, similar to in World History

Homestead act gave people land, so I put option A which had to do with land being given to speculators. @allista
