<p>Another choice was urbanization, which wasn't right, and modernization, which also wasn't right( I think).</p>

a lot of the people who are not making well in the east decide to move to the west to seek more opportunity. i thought this was obvious
Hence the frontier was for people to alter their social state.</p>
