At the interview, I made an effort to wear suit and tie and it was well-received. Elder folks get a kick when a teenager shows respect and takes their organization serious by overdressing for the occasion. I won one of my scholarship awards and am awaiting the response for the second. Now they're going to have a tiny ceremony/luncheon to honor the winners. What do I wear to this? It's on a schoolday during lunch at a publicly reserved historical building. Casual? Semi-Formal? Formal? Which outfit would show the most respect and etiqutte without being overdone?

Nice long sleeve polo, khaki pants and casual shoes. In between school clothes and formal. If it is dinner, go with suite.

Ask. Sometimes people wear suits to lunch too. You've already impressed them; there's no need to overdress. It's perfectly acceptable to enquire what the appropriate attire for the occasion is.

Maybe a nice dress shirt/tie w/o the jacket and nice casual pants. Remember that some of these people may be coming from work (where they wear suits/ties). The easiest thing to do would be wear what I suggested above (bring a jacket too) & get there a little early. When you see what they are dressed in then either take off the tie or add the jacket. Good luck & congratulations!

My son wore khakis, shirt, tie and sport coat to similar scholarship awards presentations.

I would wear khakis and a nice semi-business shirt.
