Opinion needed

HI, I am an international Student at a Community College. this is my First Year in both college and the USA.
My major is Computer Engineering.
I have currently cumulative GPA of 2.9 (including Fall 2011, and my current grades in Spring 2012). I believe I can make it to more than 3.0 at the end of the semester. (I will take summer courses also.
I already applied for transfer to 9 Universities. But all of them are way to the top, and too competitive.

I am now thinking about applying to Universities that would admit me with a 2.9 GPA, such as State Universities or Institutes of technology.
The deadlines of many state universities have already passed.

I would like to know other people's opinion about what they would do in my situation, and in which universities they would apply to, considering my background as an international student. A university or institution that is friendly to international students would better.

Also, Do you think it would be appropriate to mention that i failed a class last fall because of Depression? I don’t wanna use my depressions as an excuse, but it played a major part in my gpa drop last fall.

I still scored straight A 4.0 in math but ended up with one D and two Cs in social science/world view requirements …

Anyone ? really ??

You should look at school that favors strong applicants in the sciences among their transfer pool. From what I recall, MIT, Caltech and Mudd will prefer you with a bunch of As in sciences rather than Bs in sciences and straight As in humanities .
You may not be good enough for them but you may look at georgia tech, purdue and a few others.

Stay in your current community college and bring your GPA up to 3.5 then apply.
