Out of State Financial Aid at UCLA

I was just accepted from canton, ohio, and I need to know what my possible options are for funding my education at UCLA.
My family is by no means wealthy (AGI was 22k last year and now only jumped to 60k). I've been reading into financial aid, and I heard that the max you can receive is up to in state cost, which i think is around 27,000. I've also heard of the regents scholarship program, but I wasn't invited for a chance to apply.
It has been my dream to attend this school, but I fail to understand why they make it so difficult for out of state students to attend. Its like they only accepted me because they want to bring in a source of outside revenue, but honestly how the hell could i ever pay 50 thousand dollars. I've started to apply for scholarships, but most of them don't let me know until way after May 1st if i received them. Basically, its almost as if i have to take a huge chance if i want to gamble on obtaining scholarship money to attend UCLA.
Moreover, I can't even establish state residency after a year because you have to work a full year in California. It almost appears that if i decided to attend, the only option would be to bury myself in like 100 thousands dollars in debt through loans. Sorry, but F that.

Could anyone who shares/has shared my dilemma explain my options? Also, are there specific scholarships directed towards students in my position who wish to attend school out of state but cannot afford it. It kills me sit here think I can't attend my dream school even though I got accepted. Thanks for your help -Alec

In the same boat kinda. While my parents salaries are decent, the EFC that UCLA has listed for me is way too high. They gave me zero gift aid because of it.

The UCs are taking on more OOS applicants to supplement their budget shortfall. The OOS students get shafted for financial aid in the process. It’s just the way it is.

Your best option is to apply for private scholarships. There are still a lot of them available, so start filling out those applications.
