From my experience in the last 3 years, being OOS will help your chances by needing a lower EI threshold for an acceptance. OOS applicants that have been accepted had EI’s in the 3900+ SAT or 950+ ACT while for non-local CA applicants the thresholds have been 4100+ SAT and 1000+ ACT and local applicants have been in a similar EI range as the OOS applicants.
Cal states are need blind, meaning the ability to pay is not considered in admissions decision but they welcome the extra tuition costs that OOS students have to pay.
Again this is based on data I have collected from CC posters so not a definitive study of any kind.
