Out of state transfer student applying to SDSU

Ok so I am a current student at a community college in New Jersey majoring in Business Management and I have 30 credits and currently have a 3.0 GPA. My plan is too apply to San Diego State University in 9 months (November 30th deadline) . Now I know I am a ways from the bare minimum GPA for the Business school and that is part of my challenge over the next 9 months and too make sure that goes up...My questions are exactly what is the current minimum GPA requirements to even be considered for the school, Does the minimum GPA requirements go up because I am out of state, and I know I need 60 credits to apply. I have 30 now and I am currently taking 12 credits this semester, play on taking 9 in the summer and 9 more in the fall...Problem is my fall semester will not end until December (a couple weeks after the deadline). My question is will they still let me apply even though I wont have 60 credits until two weeks after the deadline...I have read a lot of forums and blogs and there is nothing on transferring students out of state....If there's anything else I should know please feel free to comment. Thanks.
