Out of state tuition fee waivers

Hi there. I'm an international student; I'll be applying to colleges next year.
I can afford to pay 25k/year towards my education including tuition and room/board. While enough for instate tuition it's certainly not enough for out of state tuition.
So what I want to know is how many colleges offer reduced tuition rates based on need? And based on merit? I'm only looking to reduce tuitions to instate rates. I'm not looking for full tuition stuff. Thanks.

Bump??? =(

Just google "international out of state fee waiver" and you will get tons of hits. Google nows more than all of us combined!

Or go for an inexpensive college that offers in state tuition or near in state tuition to everyone

If you are looking at Liberal Arts Colleges, University of Minnesota Morris (UMM) is a great school and very affordable. They offer in state tuition to international students. No one has to pay a higher non resident tuition.

International students must be able to show that they can afford $23,400 a year to attend UMM.
