Penn State Admission Question

Alright guys heres my dilemma:

As of right now I have a gpa of a 3.4 unweighted and have taken 10 ap's by the end of graduation. Currently I have a 25 on my ACT but I am re-taking this Saturday hoping for a 27-29. I really really really want to go to Penn State next year, but I have no idea if I could be accepted with the grades that I currently have. Would Penn State allow me to send in my ACT score (25) now, if I can be granted admissions with those grades, great, if NOT, will they let me make a note of me re-taking the future test and sending in those grades once I receive them back? Would there be any chance of me being accepted now with the grades that I have now, or should I just wait the extra 3 weeks to send my scores?

Are you from Pennsylvania or outside PA? My son is from NJ and got in with a 3.8. My impression is that instate students with 3.2 or better will be accepted.
