I read on the housing contract rules that “The improper discharge of a chemical agent including, but not limited to, mace, pepper spray, or other aerosols is prohibited.” Does this mean pepper spray cannot be used at all or is messing around with it prohibited?

The contract rules state “improper discharge” is prohibited but does not seem to say cannot carry unlike firearms where possession is prohibited.
Many of my female friends last year owned pepper spray. You’ll probably be okay, I’d just avoid messing around with it.
