Which one would be better choice to go since TAMU ranked 1st for the program, and UT Austin ranked 2nd. If we look over all I think UT Austin is much better than TAMU. Goal is continue for top grad school. Any advise would be appreciate, thank you!!!

Pick for “fit”: Austin is a dynamic city, great music scene, liberal overall; TAMU is one of the most conservative universities in the country and is in a college town. There’s no wrong choice!
Doesn’t matter. Those are both top ranked, extremely well funded programs which are also located in universities that are excellent across a plethora of other fields, should you change your major. Both of the schools are powerhouses across a variety of topics relevant to PE. As MYOS said, go with fit.
Btw, petroleum engineering masters and phD programs (at least at OU and LSU) are currently dominated by international students. IF this trend holds, and that’s a big if for the next three or so years, a domestic student might have an easier time getting into a PE masters or phD program than if he or she were looking at other fields.
