Anybody know of good photography schools besides for the big names
like RIT? Looking for a program at a state school tuition rate in the
Northeast-NY, PA, MD, NJ, DE, VA., and a school that look for good,
but not great grades/sat's-ex. 3.4 gp.-1130 SAT. What about job
prospects for those with a photography major, and what types
of university photo prorgrams lead to jobs-advertising photography?

It would be great if you told us what state you are in. I can tell you that Towson University has a photography major. Mass Art probably has a photography program too. However, the best rated programs are NOT state universities. They are School of Art institute in Chicago, RISD, RIT, etc.

We are from PA. Looking for an affordable school. 40K v 15-18K makes
a big difference in our lives.

Have you checked Penn state? I can't imagine that Penn State on some of its campuses doesn't have a Photography program.

I will tell you that both Mass Art and Univ of Mass at Dartmouth have strong art curriculum and very cheap tuitioin for out of state students. I don't know if UMass has photography though.

the place would be u. of delaware - perfect for that. your stats would have to be boosted by a very strong portfolio, however.
