THANK YOU SOOOOOO MUCH!!!
Unlikely to be admitted to Vanderbilt, Notre Dame, & Amherst. Hamilton & BC are reaches. Villanova is tough for business majors. WFU doesn’t require standardized test scores, so you should be a match. Also, the University of Richmond is likely to admit you.
Your ACT score is too low for basically all of those colleges. They are all reaches.
Be sure to apply early to your in state Big Ten–the University of Minnesota.
You have really good extracurriculurs (like internships and debate) but yeah you’re ACT score makes most of these schools a reach. That’s what I would work on.
It depends what you’re applying to, this year the engineering acceptance rate at Nova was 5% but 28% across all colleges
List:
Really Big Reach: Vanderbilt
Reach: Boston College, URichmond, Amhurst, Villanova, Notre Dame
Target: Wake Forest, Hamilton
Safety:
Pugli: I don’t believe that. Engineering is decent at Villanova but is lower ranked relative to the rest of the colleges there. I am considering Villanova for business and have done a lot of research. The three most selective majors are biology, business (generally), and nursing (losts of applicants for this major apparently - probably lower test scores). Do you have a source?
It seems like your ACT score is too low for basically all of those colleges. They are all reaches.

Not to be a downer but I’m trying to be realistic: all of these schools are basically high reaches and vanderbilt is a no
All are reaches… If you can improve your ACT to at least a 30 you will have a better chance but they will still be reaches. I recommend getting ALOT more safeties and target schools for a 28.
Like what other people have said, your stats are great besides the ACT. Try to bring that up, and if not, there are some great test-optional schools like Holy Cross, Wake Forest, Bowdoin, GW… I think you could get into some more prestigious colleges if those weren’t holding you back. Vandy, Amherst, and ND are likely not to happen, BC and Hamilton are reaches, but I could see Wake or Richmond happening. Good luck!!!
