<p>It is privately chartered and publicly funded.</p>
<p>There are several schools with this same scheme. Penn State and William & Mary are others.</p>
<p>Truth be told, aside from historical interest and perhaps how the board is appointed, I'm not sure this is anything more than anecdotal. For all intents and purposes, UDel would appear to be ... and be a public university.</p>
<p>The chartering asterisk helps to enhance, in theory, the case for private fund-raising in a public arena. I believe that UDel is the land-grant institution for Delaware also. Yes? This further diminishes any genuine significance and argument of the public charter issue. </p>
<p>Does anyone else have a close-up perspective of what, if anything, this really "means" @ UDel?</p>
