I hear UCLA and Berkeley take a lot of transfer students but most of them are from in-state community colleges, and not from 4-year universities.
UCLA and Berkeley are public schools so they will take more instate students from California. The others on your list are private and don’t have to take students from any particular state.
You can google the common data set for each school you are interested in and see how may transfer students applied and were accepted.
Note that Cornell will have inflated transfer admission stats as they give some freshman applicants who do not get accepted initially a guaranteed offer to transfer in after a year (with acceptable academics) at another college.

Yes, if a student is studying at an OOS university regardless if they are a CA resident, they are still considered as an OOS transfer since the UC’s do not have specific transfer agreements with OOS universities.

Transferring from a four-year (or out-of-state two-year) institution

These data don’t exist. Look at each school’s CDS for transfer acceptance rates.
Even tho the student is from CA, the UCs will still prioritize CA CC transfers. Major will play into the UC decisions too…what major are you talking about?
Big picture, I would choose NU as being the most transfer friendly of the schools on the list. Is the student full pay or applying for fin aid?
Adding to that, the schools on the list are all pretty different experiences. The only thing that unites them is prestige in engineering and CS. In order that you don’t repeat your mistake, it might be helpful to post what you don’t/didn’t like about Illinois.
EDIT: WAIT…you’re asking about transfer schools and you haven’t yet taken a class at Illinois?!?
That’s a great point - especially when people are “killing” to getting into UIUC for CS.
If the student doesn’t want to be there, why not take a gap year.
Or if a UC is desired, drop out and go to a CC.
Odd to be asking this question before enrolling - but people would kill to go to UIUC for CS, moreso than most if not all the transfer schools mentioned.
