The facts:
1) I CAN transfer to a university by Fall 2014.
2) I currently have a cumulative GPA of 2.863
3) Last 2 semesters have been between a 3.71 and 3.8
4) I am actively involved in cc clubs and, starting fall 2013-spring 2014, will be the president of a club at my cc. Activities include: leading ESL book discussions and involvement in club events.
5) Reside in S. California area and want to transfer within California UC or CS

Question:
1) I know I can transfer by Fall 2014, by meeting all the IGETC requirements and those needed for my major of study, but should I wait until the following year to transfer, Fall 2015?
Reason being, when I apply, I heard things are to be spoken of in past tense. If I am going to barely start being president of a club a mere two months before the application process, I have a feeling there is going to be "less weight" that activity will have on weighing my application. Also, I think if I wait a little longer I can bump my GPA up a little more before applying.

Comments:
I know being the president of a club isn't going to hold the most weight--my grades will. I am just unsure, as many probably are, on how to go about this. I am honestly not even sure a university will accept me because of my past academic history. My current thought is: if I wait until Fall 2015 to transfer I can also work on prereqs for a minor... Ah..

Honestly, any applicable/helpful advice can help.
