Purdue has been my dream school since I was a freshman in high school. I feel as if I might not get accepted due to my poor grades. I plan on studying electrical engineering, and I know this one of the more difficult programs to get accepted into. It is also harder to get accepted because I am instate. I am a junior in highschool.
SAT: 1350
All honors for 4 years
Sophomore Year: AP European History (B+/A-), H English 10(B-,B-) H Algebra 2 (A-,A,A), H Chemistry(A-,A), Precalc(A-)
Junior Year : AP Literature, APUSH, AP Calc AB, H Physics
I only listed my core classes.
Any recommendations to help me get accepted into Purdue?

First, I believe that your acceptance rate increases rather than decreases if you are an in-state applicant (because some of state taxes go to the college you go to).
Second, I would like to know your overall GPA weighted & unweighted. It is slightly hard to tell from just letter grades, especially given that you have not provided the grades you earned for each class in Junior year. Are you a junior or senior this year?
Third, assuming that the SAT score you gave is out of 1600, 1350 is a near-average SAT score for Purdue students. It will be lot better if you raise it to 1450+, which is about 75th percentile, though.
Fourth, what’s your extracurricular activity background? Extracurricular activity background weighs very much as well so, if you are not in any school club or such, try to develop your background by starting to join them.
I have a 4.08 GPA and have just started junior year.
Extracurricular: JV basketball 2 years 1 yr captain,starter both years
Varsity basketball: 2 years, starter both years
First Tech Challenge 4 years: 2 years team lead
Bicycling club( outside of school) three years

Your grade seems fine. As long as you maintain or raise your GPA, you will do fine.
I suggest that you start a club by yourself or start get a new position.
