I was wondering if Questbride's noncustodial waiver would suffice (I will [hopefully] be applying to Yale through Questbridge). Does it? Although my father is now forced to pay child support because the state I am in went after him for not paying for many years he gives my family no financial aid and I haven't seen or talked to him for nine years. Since he does pay child support now (no choice, it is a direct withdrawl from his bank account) does that mean I won't be able to get a waiver?

I’m not sure about Questbridge but when I applied for a fee waiver from Yale, they required: letter from principal/counselor attesting to financial need, number of people in household, and annual income. It is outlined on the common app in I believe the supplement section.
