<p>It appears that almost all of the scholars are California residents. To get one from out of state or as an international must be extremely difficult.</p>

<p>A school like Cal would likely do a cost analysis for things like this. If they think the school would have some kind of return on investment, then they make take the risk. However, a state school would have little reason to spend $200k on just “any ole int’l” that isn’t going to bring anything to the school that another less expensive student would. </p>
<p>Without Pell and Cal Grants, the school is having to eat too much of the cost to just accept a “very good student.”</p>

<p>When I used Berkeley’s Net Price Calculator and selected Canadian and Mexican citizenship , it showed me approx 24000$ financial aid. Is it true that they will get?</p>

<p>right, but I wonder if that’s just a mistake? The NPC is also indicating “student loans,” “parent loans,” and “work study” which can’t be awarded to int’ls.</p>
