Question about GPA/Gold National Scholarship

I have a weighted GPA of ~3.97. I know UMN looks primarily at unweighted GPA, but my school doesn’t calculate or send unweighted – they only send weighted GPA to colleges.

I was wondering, how does this affect scholarship consideration? Do they know that the GPA they’re being sent is weighted and not unweighted? And if they don’t know, am I at an advantage, then? Or do they calculate unweighted GPA themselves?

I have an SAT score of 2150 and an ACT of 33. My school ranks, but they don’t send rank unless the student requests it. I’m wondering because without the Gold National scholarship, I really don’t think I’ll be able to attend because of price, especially with the tuition increase that’s going to happen. Would writing a personal letter explaining that/extenuating circumstances increase my chances at all?
