Hi,
I will be graduating from a US public high school (in California) but I am not currently a US citizen or permanent resident. Will my application be read along with other international applications or with others from my high school? And how will this affect my decision, based on the context of my school?
Also, thankfully I don’t have to worry about the international cost because my visa status qualifies me for in-state tuition.

Even though you get in-state tuition, you are an International student on a Visa. You would most likely be evaluated as an International applicant. I would contact admissions at the UC’s to confirm.
