Haha so this may seem a little silly or might not make sense. I went to another college this weekend and I ate at a dining hall. Then later the dining hall stopped serving food, but remained open so students could use it as a place hang out. It was called the commons and had tvs and pool tables. So my question is can you go inside the dining hall even when it is not serving food? Thanks let me know!

Depends which dining hall/building. Generally, you cannot go inside of the cafeteria itself after closing hours but the rest of the facilities (rooms, classrooms etc.) are available.

Obviously, the 24/7 dining halls such as Kelly are accessible at all times.
