As I'm sure you know, UT mainly looks at rank (top ten rule) for the first round of admissions, which clearly sucks for your friend. However, his semifinalist status should help. What's his SAT scores?

hrm. he might have a chance. Probably a better chance for mathematics since its in natural sciences and not "impacted". I know a few people who were not top 10% with mid range sats (1350/1600ish) make it into engineering. Again it is possible.

It is still very possible. If he scores a 1400+, it is likely he will get in, especially if math is extremely strong. Tell him to also take the ACT, because if he is good at math and science he will probably do significantly better on the ACT.

I know a few people at 25% in the class, 1250 SAT and just like band as EC's and they got into summer program. And I know another person at around 21% who got into engineering with a 1400 and just baseball for 4 years.

I had a good ACT with soccer for 3 years and 13.5%, and like 1 club and got into Electrical engineering way early compared to most people non-top 10%.
