I was wondering. If a college does not give specific details regarding their financial aid policies (both need and non-need) on their website, would it be acceptable to contact them (email, phone, etc) and ask one of the employees of the college what the policy is, or would such a thing be considered "wrong" to do?

And, as a follow-up question, if it is acceptable to do so, who would be the better person to contact: the member of the admissions staff dealing directly with transfer students, or someone in the financial aid department?

I say call them. Students need clarification about everything, all the time. And if you're really that worried, don't tell them your name. Just say "I'm a transfer applicant for..." and ask your question. (Though it's nothing to be ashamed of, and I guess some people would say that if you can throw your name at them, you should, if only to demonstrate as much interest in the college as you can.)

I would talk to the financial aid department. Of course, if you call the admissions staff directly, they may just say "let me put you through to financial aid," and then either way, you're fine!
