Question regarding residency status

I just recently had one of my major fears confirmed, that UCSD has declared me a Non-Resident for tuition purposes, despite the fact that I have lived in California all of my life. I am an incoming freshman (17 years old as of now) that is a financial and legal independent who has no access to any legal guardian. I had no access to virtually any of the documents they requested (rent statements/bills/tax forms/parent documentation etc) because I have not had consistent housing in the past year (I am an Unaccompanied Homeless Youth). I sent them documents that I did have (ID/School report cards as well as a letter explaining why I did not have most of the necessary document). I feel stuck. I do not wish to pay the additional tuition for non-residents and wish to get this status changed ASAP. I read that I can apply for a waiver if I show them my high school diploma (Exemption section AB540), or by sending a Change of Classification Petition, but I fear these will be futile. Please advise me as to the quickest way to get this fixed, or if my fears are misplaced please tell me as well. Thank you.
