I got it done this way:
1. Deliver or mail your petition and documentation:
* Drop off:
Office of the Registrar
University Center Building 301 (map) next to the Cashier's Office and across from the Financial Aid Office between 8 a.m. and 4:30 p.m. weekdays.
* Mail in:
UCSD Residence Deputy
9500 Gilman Dr., MC 0021
La Jolla, CA 92093-0021
2. Wait for an e-mail response from the residence deputy within five working days. All documents will be mailed back to you.

Note: If you are denied a change of classification, you may appeal in writing to the Legal Analyst-Residence Matters, 1111 Franklin Street, 8th Floor, Oakland, CA 94607-5200 within 30 days of notification of denial by the residence deputy.

But contact the residence deputy first. Here is their number:

Well I've been asked to submit sum documentation soon by the deputy....my question was in case I dont get in-state for this yr can i change my status after a year?
