For a university to receive my scores, do I need the writing score to be available? I’m asking this because my writing score is currently not processed,but the option for sending it there.

You can order the score to be sent and ACT will process it, but ACT won’t send it until they put in your writing score.

As stated above, they will not send until the writing score is in.
You can let the college know about your composite and section scores on your own though.

For colleges that superscore(take the best combined composite), do they care about anything else. For example, if i got a 36 in math, and a 20 in reading, then can i bomb math and colleges will not see it?
Chances are you will never bomb the math if you scored a 36. For schools that superstore, they will only look at your best section scores.
If you need to improve another part of your score, they focus your studying there. You already have the 36 in the bank.
