I am not really sure how I should to plan to apply to these schools.

Right now, I am very interested in majoring in business, and there is no better school for that than Wharton. But at the same time, I doubt I would get into Wharton. So my first question is, would it be worth going to Upenn (not Wharton) if I plan to go into business? Is it difficult to transfer to Wharton from Upenn? And vice versa?

And if I apply early, can I apply early for Wharton, but if I don’t get in, apply early for the general college? And is it possible to switch schools before my first year…let’s say I get into Wharton, but I decide that business isn’t what I want to do, then would I be able to switch to the general college before I start?

You can indicate whether you would like to be reviewed for admission to the general college if you aren't admitted to Wharton. (If my memory serves me right, there is a box that you can check)
I'm don't know the answers to the other questions, though.
Perhaps you should ask UPenn about them.
They'd know all the answers :)

There is no such box to check, only if you apply to huntsman can you decide to later be considered for admission for either the college or wharton.

You're right, it's not for Wharton that you can do this.
The UPenn application says for Early Decision candidates:

"If we are unable to admit you to the joint or accelerated program, and you would also like to be considered as an early decision candidate to your designated single-degree option, please select YES below."

Then you get two nice circles (not boxes) - one for yes and the other for no - that you can click on.
Sorry for the initially fragmented/incorrect info.

If you want business, apply to Wharton. It's hard to get in, but it's hard to get into Penn anyways, and being a backdoor Wharton applicant is not a good idea. It's not that easy to transfer to Wharton once you're in Penn, you need a good GPA. If you get into Wharton and then decide you want college, I'm not sure if you would be able to do it BEFORE classes start, but you can definitely do it once you're at Penn. You cannot apply early to Wharton and then apply to the college if you don't get into Wharton. I hope that helps.

You really need to decide how badly you want to be at Penn. Admission to Penn is extremely competitive, of course, but admission to Wharton is much harder. If Penn as a university is more important to you than Wharton and being a business major, you might want to apply to the College and major in economics or something else.

How hard is it to transfer to Wharton? Do you need like 4.0/4.0, 3.7 hs GPA, leadership, experience, 2300SAT, all of that?

I'm probably going to have like a 3.65/~2200SAT by the first term of senior year, and with these stats even Stern is a reach for me. I guess if I want to go to Wharton, I should start buying lottery tickets...win $400mil jackpot...and cut a check to Wharton for $100mil. I guess that would tip the scales in my favor...

Alright thanks alot everybody. My stats are pretty close to yours, IhateCA (with slightly higher SAT scores) and I'm pretty sure I don't have a shot Wharton.

So would it serve me better to attend a school Stern in NYU or even Tepper at Carnegie if I plan to go into business, rather than attending Upenn's general college.

Do you have $100mil? Or an aunt/uncle/your college counselor's sister who works at Wharton's admit committee? Then you have a shot. Well it doesn't matter. My first choice is Stern anyways.

Do a search- there have been several threads on transferring into Wharton from other schools within Penn. It is strictly based on college GPA, the number of spaces available and having taken some required courses. Look on the Penn website- there is info there, too. Backdooring into Wharton is NOT encouraged, and if admissions thinks that is what you are trying to do, you will be rejected.
