Can recommendation letters be from people other than one's teachers? I've been shadowing a doctor for a few years, and I think a letter from him would excellent and well written.

Of course but you certainly need 2 teacher recommendations and you should send probably at most 1 outside recommendation.He/she may need to send it directly to Cornell I’m not sure if you will be able to invite him/her on the common app along with the 2 teachers.

What if I don’t have any teachers that know me very well? Every year I seem to have new teachers. None of which I’ve developed a good relationship with.

Good meaning a long term relationship.

Haven’t you had any teachers who also have contact with you through one of your EC’s?

Well you will need to ask (should have asked already actually) 2 of your teachers anyway. I would say the majority of students get recommendation letters from teachers they only had starting their junior year (like me).
