Regents Scholarships - What happens to those offered but not claimed?

I am curious what happens to the UC Davis Regents Scholarships that are offered to students that ultimately choose to go to another university? Will Davis offer these unused scholarships to other students that were close, but didn’t get it the first time?

There are no “unused” scholarships. The university expects a certain yield rate based on data from previous years and makes offers based on the expected yield rate.

Numbers used below are purely hypothetical:
Let’s say they want to enroll 50 Regents Scholars and in the past, their yield rate for those offered Regent Scholarships is 25%. The university will offer 200 Regents Scholarships with the expectation that 25% of the 200 will enroll. They may go a little over or under the 50 target, but the admissions office is fairly good in making those estimates.
