Regional "Quotas"

I tried the search feature for this, with no luck. I heard from totally unreliable sources that USC admissions take pretty strong preference for California folks. What's the validity of that?

I'm from Massachusetts. Would someone from Massachusetts have a more difficult time getting in than someone with equal states from, say, Fresno?

Or is that total bull, and the admissions committee doesn’t pay very much attention to the state you're from at all?

Or do they want people from far off places for some regional diversity?

This feels like a stupid question, somehow.

I think there’s so many people from CA because USC is so big here. I know a lot of people see USC/UCLA on par here, but when I ask most of my OOS friends how they heard of USC, they say they just wanted to go to a school in CA or just searched for it but hadn’t really heard of it previously. But I’m almost positive it’s non-discriminatory, after all it is a private, not public institution. Plus, I think I heard them boast once that they had either students or applicants from every state; I know they take a lot of pride in their diversity (international students as well) so I can only think of it as a plus.
