If you apply to the USC Film School, and get rejected, can you still go to, say, the School of Business or another school? Or is it like Wharton where if you get rejected, you're not going to Penn?

Yes, you can go to USC undeclared. You can get rejected from the film school and still go to USC. However, very popular major with students interested in the film business is to major in business and minor in film. I saw the schedule of a student that was doing this and he had really interesting classes.

To put it another way--you can't go to the film school unless you are accepted to USC. The admissions decision to the University is generally made before the decision on admission to the film school.

if i wanted to minor in film and major in business would I have to denote the film minor on the app, or just the major?

Just the major. Many students choose and change their minors after arriving.
