Has anyone heard of cases where incoming high school students WITHOUT the required credits (eg. two foreign language, not the required three) were accepted into Tufts despite the shortcoming?

I'm very, very curious about this. How do these cases happen anyway? I heard one case where a girl with only one foreign language credit (one year) was accepted to an Ivy League, but only because she lived in four different countries and spoke German fluently.
