Prior to applying and sending in my mid-year report to Penn, I am generally getting A’s and B’s, but now I have a C in my English class. I don’t think I would be able to bring it up to a B, but maybe getting it to something like C+ is possible. I am an immigrant to the US so English isn’t my strongest subject. Do you think Penn will rescind my admission offer for the C that I have on my final transcript? Any help is appreciated!

Don’t get a C-…it could slip to a D and that will be cause for concern. Just keep a good solid C.

They don’t care, and probably will never know, what your grade is before the semester grades are locked; they are interested in what it says on your final transcript.

No. Penn wants you, that’s why they admitted you. They will only rescind for a D, a felony, an inaccurate application, or some other really egregious behavior. Take the energy out of worrying about this and try to boost your CS grade.
