If you were born and lived in California for 10yrs and parents still pay property tax for house there can you still be considered a resident?

Are you speaking of residency for the UC system?

This is what UC says:

* To be classified as a resident for tuition purposes, an adult student (18 years or older by the residence determination date for the applicable semester) who is a US citizen or an eligible noncitizen must have: 1) relinquished his/her prior residence and 2) been physically present and established residence in California for more than one (1) year immediately preceding the residence determination date. The residence of a minor is derived from the parent(s) with whom the minor last resided.*

Here is the link for UC Berkeley (all of the UC's go by the same residency rules):

if you don't live in california anymore then highly unlikely that you'll be considered a resident. but on the other hand, i've been living in california for 6 years and paying taxes and whatnot (born in california too but lived in arizona and elsewhere until i moved back) and my california residency status is still pending
