Resources for Research Projects?

I have done many small personal experiments and informal projects these past few years but now I want to formally develop my ideas for a research project for the Siemens Competition and perform a study/experiment for it.
I have my focus of either a project in the behavioral/social sciences or biochemistry/microbiology but I am wondering how a high school student like me can secure the use of lab facilities or the proper scientific equipment for the experiments/projects in these topics?

Also, a requirement of the project is 3 written evaluations by scientists, engineers, professors, etc. overseeing the experiment/project. If the research is done independently, how would I secure these evaluations?

Any ideas or past experiences?

anybody help please?

Hmm you need a university professor usually.
Unless you go to like THomas Jefferson, its going to be very very hard to do it individually.
