Restrictive Early Action and Early Action

Just a bit confused about Restrictive Early Action.

I’m applying restrictive early action to Harvard. Does this restrict me from applying to UNC Chapel Hill early action, or does the restrictive early action policy only prevent me from applying to other schools with restrictive early action policies?

According to Harvard’s admissions website:

"Restrictive Early Action is a non-binding early program, meaning that if you are admitted you are not obligated to enroll, and have until May 1 to decide. If you apply to Harvard under our Restrictive Early Action program, you may also apply early to non-binding public or foreign colleges/universities (no Early Decision programs), but you may not apply early (in any form) to U.S. private colleges/universities. Similarly, you may apply to a rolling admission or Early Decision II program after you receive your Restrictive Early Action admissions decision from us (typically in mid-December).

Some schools require you to apply early for scholarship consideration. You may do so only if the school is public or foreign and admission is not binding."

According to the rules, you CAN apply early action to UNC Chapel Hill, as it is a non-binding early action program at a public university. Although you cannot apply early action to any private schools, I believe you CAN apply regular decision to private schools with earlier scholarship deadlines (such as USC and Vanderbilt,) as you are not applying early action, just applying regular decision earlier (you might want to check with the admissions office, but don’t reference a specific school lol.)
