My current SAT score is a 2190, (790 CR 700 M 700 W) with a 770 Lit, and I just took Spanish and Math II in December. I'm applying to a few top schools, and my number one is Brown. Obviously, I know that my score is good, but I'm not sure if an increase would significantly help my chances of getting in. I've taken the SAT twice.

Should I take the January SAT? Or December ACT? Or would it not make too much of a difference. I'm not sure how much I'd go up.

I don't think it would make much of a difference. I mean, you already took it twice, there's no real point of taking it again unless you're certain you'd get a hundred or two points above what you have now.

Besides, its a good score, I'm sure the other aspects of your academic career would be more significant to Brown.

I think you should retake in January if you feel you can raise that score up to a comfortable 2250. 2190 is a tiny bit low for Brown (unless you come from an uncompetitive school, in which case it should be fine)

or take a practice ACT to see how well you can score. if you can get 34+ it might be worth it.
