I already took the ACT twice and am not sure if I should take it a third time.
(I never took the SAT.)
Provided that I improve my composite score again by 1-2 points, is it worth retaking?

What is your score? Does it meet the criteria for the colleges on your list?
I got a 31 the first time
and I guess this time it will be a 33 (from the October ACT)
I know that I have the ability to score a 34/35.
And I’m aiming for extremely selective schools (such as the Ivy League schools)
Should I retake it in December?
31-32, yes I would retake, 33 or higher you are OK.

Take it 3-4 times. Then delete the lowest scores. “Too often” only applies to the current SAT system. SAT tests are permanent records that can’t be deleted.
