Roles and Responsibilities of High School Counselors

I’m posting this on behalf of a student who failed to enter into early decision / early admission because of incomplete applications, caused by the incompetence of his guidance counselor. The guidance counselor stated that they did not send in a grade report for the first quarter because the respective colleges did not request one. However, that was precisely why the colleges did not review the student’s application because it was marked incomplete. These schools are Babson and WashU. On the student’s end – the student did request the guidance counselor and put in a reminder for them to send in the first quarter grades before the deadlines – even then, the guidance counselors failed to do so. What’s unusual is another student from the same high school got accepted under Early Decision to Wash U.

I’m curious about the facts here - does Wash U and Babson deem an application incomplete if they do not receive first quarter grades? What kind of actions can this student take? Are there circumstances where schools may reconsider a student’s early decision result due to a failure by the high school to act accordingly for an application?
