Rolling Admissions benefit?

Is it to a student's benefit to apply early in a school with rolling admissions if the gpa is higher than what is required by the school, but the ACT is lower/borderline?

Do admissions staff see an early application as a sign that the student is extremely interested and look more favorably on the student than if she waited and got her application in by the deadline?

I’ll give an example of a university respected on this site.

Tulane.

I’ve read about people with 4.0s and 2200s on the SAT applying late and getting waitlisted. However, people with 3.0s and 18-1900s on SAT getting in with substantial scholarships. Why? Because they applied early.
