Safeties and matches?

I’m an international student from South East Asia. I’m applying to a few highly selective universities but also need some safeties and matches. I am within the top 3 students in my school academically (I think, my school doesn’t rank) and have won several academic awards such as top in Mathematics in my country,third in overall grades in my country and a few more. No Olympiads though my country doesn’t offer that. But my ECs are weak, I have been only a member of 4-5 clubs but heavily invested in one of them. I did a lot of volunteering work with local NGOs but no significant leadership position. Can you guys recommend some good safeties and matches? My intended major is Physics.

Also regarding SAT scores, I just took them recently so I don’t have them yet.

What can you pay each year?
Safeties need to be affordable, you are willing to attend no matter what and you have a high chance for an acceptance. Affordable is probably the most important consideration for a Safety.

Without test scores there is no way to give you any suggestions.

What kind of schools are looking for: Large/Small, Private/Public. What are of the US?
