This is interesting as we are in Contra Costa county and my S20 will apply for Fall 2020 admission. This change would make us local for SJSU.
The two proposals are:
- Expansion of the local service area (currently graduate of high school in Santa Clara County for frosh, and majority of transferable credit from a college in Santa Clara County or Santa Cruz County for transfer). See http://www.sjsu.edu/admissions/impaction/ for how local service area is used (+0.25 HS GPA for frosh, +0.25 college GPA for transfer for fall 2019).
- More supplemental course work preferences for some programs for transfers, so that they are more likely to be able to graduate in a reasonable time.

Out of curiosity since I don’t know the answer, are there other CSUs that overlap into other areas? This sure sounds like SJSU is going to go into CSUEB/SFSU turf, and possibly other schools.
Adds San Mateo county for local admission area - yay! (Also - Alameda, Contra Costa, and SF for transfers, and all of those plus Santa Cruz for Freshmen)
The non-impacted CSUs like SFSU define their local service area as “state of California”.

So by definition they overlap with the local service areas of other CSUs.
CSUEB already included Santa Clara County in its local service area (as well as Alameda, Contra Costa, San Francisco, San Mateo, and Solano).
Sadly, per latest updates from the link on the bottom of the page, the proposal to expand local area was not approved.
